'CONFERENCE resolves to moant a major campaign to defeat (Heseltine's] proposed legislation. Should this tail, conference beHeres that Labour conncillors must refuse to make cats that mill be needed to balance the books' That's the resolution passed at the Labour Party conference this year - a call for a sharp change of policy by the NEC, which up to then had done no. thing but tell Labour councils they could do what they liked as long in the law.
